This effort was built the old-fashioned way — by neighbors talking to neighbors. Seventy-one volunteers from across the political spectrum stepped up and collected 4,882 signatures, not because they agreed on everything, but because they agreed the county deserves better. Christine Hutchins and Ross Smith II help speak for the group publicly, but this recall belongs to everyone who helped make it happen. Christine Hutchins is a long-time Lincoln County resident who grew up in England and proudly calls herself an American by choice. Although this is her first time stepping into civic life, she became the Chief Petitioner of the Recall Hall effort out of a sincere belief that transparency, accountability, and honest leadership matter. Motivated by concerns shared by many local residents, she has dedicated countless volunteer hours to helping voters understand the issues and ensuring the community has a clear voice in shaping Lincoln County’s future. She is a registered member of the centrist Independent Party of Oregon, one of the largest third parties in the U.S. by voter share.
Christine generally avoids political labels. However, in response to repeated and inaccurate claims that she is “MAGA,” she has stated plainly that she is “totally unsupportive of the MAGA agenda.”
Christine earned an MBA in Finance in London, England. During her career, she founded, and ran, two successful businesses in the customer service arena. She is now retired, and lives with her husband and two young dogs in Otter Rock.

In this short video, Christine Hutchins says she initiated the recall after closely following Board of Commissioners meetings in late 2024 and became increasingly concerned about county governance, financial oversight, and transparency. She points to unresolved material weaknesses in county audits from 2021 through 2024, raising concerns about public meetings law issues being brought to the record but not meaningfully addressed, and describes growing tensions among commissioners that she believes affect public safety and accountability. Hutchins describes the recall as a bipartisan, citizen-driven effort, emphasizes that recall organizers do not choose a replacement commissioner under Oregon law, and says her goal is not division but restoring cooperation, fiscal responsibility, and public trust, while accepting whatever decision voters ultimately make.
Ross Smith II is a seventh-generation Oregonian and longtime Lincoln County resident committed to transparency and good governance.
Ross is politically independent and strongly pro-democracy. In 2024, he contributed $6,600 to Vice President Kamala Harris’ presidential campaign (the maximum allowed), along with donations to Dan Osborne (I-NE) and Senator Jon Tester (D-MT). He also supported four anti-Trump, pro-democracy organizations: Evangelicals for America PAC, Adam Kinzinger’s America First PAC, Liz Cheney’s Our Great Task PAC, and George Conway’s Anti-Psychopath PAC. Ross is a strong supporter of LGBTQ+ rights and equality, believing that every member of the community deserves dignity, respect, and representation. When Commissioner Hall transitioned in June 2018, Ross reached out less than a month later to applaud her courage, writing “Thank you for your many years of service to our community and for being true to yourself.” (See below)
In 2015, he sued the City of Lincoln City for meeting and voting in secret in violation Oregon’s Public Meetings Law—both cases he won, resulting in a public apology from the city. He donated the entire $6,000 judgment to local charities, underscoring his belief that accountability should always serve the public, not personal gain. Ross is not an attorney.
His involvement in local issues reflects a lifelong commitment to open government, civic responsibility, and ensuring Lincoln County leadership remains accountable to the people it serves.
Ross lives with his wife and their American Eskimo puppy in Lincoln City.
