Commissioner Casey Miller makes a Point of Order, but Commissioner Walter Chuck interrupts Miller saying a "Point of Order ... is not on the agenda." Miller then attempts to ask a question of County Counsel Kristin Yuille, but Chuck interrupts him and says "Commissioner Miller, I'm running the meeting." Chair Hall remains silent throughout.

Commissioner Casey Miller makes a Motion to add items to the agenda. Commissioner Walter Chuck fails to recognize the Motion. Instead, he responds "these weren't on the agenda." Chair Hall says the County has a "longstanding policy and practice [to not] accept motions during the business portion of the meeting that have not been previously placed on the agenda,."
NOTE: The agenda items Miller submitted on 11/25 do not appear on either the following (12/3/25) BOC meeting's agenda, or the 12/17/25 BOC meeting agenda. The Board has no written rules or policies on how it conducts its meetings. Also, Miller has submitted at least 41 important items to be placed on the agenda. All his requests have been ignored.

Commissioner Walter Chuck responds "that was not on the agenda, so I will not entertain that." Miller says "Commissioner Chuck, Respectfully, I understand that, but ..." Chuck interrupts him saying "I understand also Commissioner Miller, we will not be entertaining that because it was not on the agenda." Chair Hall remains silent.
